Анотація
У статті виконане всебічне дослідження міжнародного досвіду та інструментарію фінансового забезпечення відновлення аграрного сектору в постконфліктний період. Обґрунтовано, що фінансові потоки є базовим важелем ревіталізації ресурсного потенціалу галузі, повернення в обіг деградованих земель та відновлення критичної інфраструктури аграрного сектору. Обгрунтовано типізацію міжнародних моделей відновлення: від системної рекапіталізації (План Маршалла) та інституційної реконструкції (Східна Азія) до моделей технологічної резилієнтності (Ізраїль) та євроінтеграційної акомодації (Балкани). Встановлено, що успіх фінансової реабілітації залежить від гнучкості інституційних механізмів розподілу капіталу. Запропоновано модель адаптивної інституційної конвергенції, яка базується на трансформації держбюджету в інструмент капіталізації воєнних ризиків та використанні Державного аграрного реєстру як цифрового регулятора прозорості розподілу ресурсів. Удосконалено систему фінансових важелів стабілізації аграрного ринку, що включає державні гарантії, страхування воєнних ризиків, пільгове кредитування, фінансовий лізинг та адресні цифрові гранти. Доведено, що для України стратегія фінансування має базуватися на принципі «Build Back Better», забезпечуючи перехід від сировинного відновлення до технологічного стрибка рівня «Агро 4.0» та синхронізацію з вимогами European Green Deal.
