Анотація
У статті здійснено комплексне дослідження еволюції інновацій у державному секторі України (ІДС) упродовж періоду незалежності (1991–2022 рр.) крізь призму історичного інституціоналізму та політико-економічної динаміки. Обґрунтовано три ключові етапи розвитку ІДС: перший - інституційна трансформація та закладання основ ринкової економіки (1991–2004 рр.); другий - інституційне зміцнення державного управління та розширення участі громад (2004–2014 рр.); третій - поглиблення децентралізації, антикорупційні реформи та цифровізація публічного управління (2014–2022 рр.). Встановлено, що інноваційні пріоритети державного сектору формуються під впливом критичних політичних подій, інституційної спадковості та конфігурацій владних відносин, що визначають розподіл ресурсів, політичні стимули та інструменти політики.
Доведено, що ефективність інновацій у державному секторі залежить від узгодженості між рівнями управління, інституційної спроможності органів влади та рівня залучення громадянського суспільства. Виявлено системні взаємозв’язки між категоріями другого рівня (політичні інститути, механізми підзвітності, інструменти публічної політики) та інноваційними пріоритетами, що дозволяє пояснити нерівномірність їх реалізації. Наукова новизна полягає у розкритті механізмів коеволюції політичного контексту та інновацій у державному секторі України, що формують довгострокові траєкторії розвитку та обмеження інституційних змін.
